Eligibility Criteria :
- Nationality: Must not hold Japanese nationality (including dual nationality holders)
- Visa Requirement: Must obtain a student visa to study in Japan

Previous Stay in Japan: Must not have lived in Japan for more than 31 days in total, except in cases such as:
- Family-related circumstances (if compulsory education was not yet completed), or
- Participation in the Rotary Youth Exchange high school program
- Language: Japanese proficiency at JLPT N4 level or higher
- Age: Must be born after April 2, 1980
- Scholarship History: Must not have been a past Rotary Yoneyama Scholar
