Ukraine Hits Russian Warship in Conflict; EU Propose €1.5 Billion Defense Fund

In the latest developments in the Ukraine war, the European Commission has proposed a €1.5 billion military industry program to boost EU weapons manufacturing and procurement. This effort promotes defense self-sufficiency by reducing US arms dependence.

The planned program requires the 27 EU member states to buy 40% of their defense equipment together by 2030. To make intra-EU military trade 35% of the EU defense market. The 2025–2027 EU budget funds this ambitious endeavor.


Ukraine struck the Russian cruiser “Sergey Kotov,” in the Black Sea, in reaction to the fighting. Both Ukraine and Russia recognize Ukrainian drone and artillery strikes into Russia, however Russia has not verified this.

European nations should cooperate to defend Ukraine from Russia, according to French President Emmanuel Macron. Macron stressed that Europe must act forcefully during a visit to the Czech Republic. “We are surely approaching a moment for Europe in which it will be necessary not to be cowards,” said Macron.

The EU’s military industry initiative contributes to European defense industrial preparedness. The Commission encourages member states to invest more to improve capacities. Commission Vice President Margrethe Vestager stressed the need for transatlantic balance and more European security responsibilities.

The Commission also proposes using frozen Russian asset earnings to buy Ukraine armaments. These measures show the EU’s efforts to improve its defense and confront geopolitical changes as the conflict progresses.
