Each year, 40 scholarships are given to foreign nationals by the Ministry of Education and the Romanian Agency for Investments and Foreign Trade (ARICE). ARICE is responsible for administering these scholarships, which are available for the 2024–2025 academic year. International students can apply to approved state higher education institutions in Romania for Bachelor’s, Master’s, PhD, postgraduate/residency, and master’s programs. Individuals who require a visa must apply for the study visa for Romania (symbol D/SD).
The scholarship program is open to all foreign nationals, with the exception of citizens of the EU and EFTA. Citizens of non-EU and non-EFTA countries that do not have agreements with Romania for cultural and educational cooperation are given preference. To promote Romanian language and culture, Romanian shall be the medium of education. As a result, a free one-year course to prepare for the Romanian language will be provided. Focus Areas: The fields of oil and gas, agricultural sciences, technical sciences, and economics and business administration will all receive special attention. Subject to the availability of places, submissions from other fields will also be taken into consideration.

Eligibility Criteria:
- Citizens of non-EU and non-EFTA countries are given preference.
- Citizens of Romania are not eligible.
- Those who have requested protection in Romania are not qualified.
- Those with a long-term Romanian residency permit are not eligible.
