Ukraine’s ‘Victory Plan’: Can Zelenskyy Persuade Western Allies?

Ukrainian President Volodymyr Zelenskyy must persuade Western allies to support his “victory plan” against Russia. Zelenskyy has fought for months to get authority to use Western-supplied weaponry on Russian land, a key part of his peace plan.

Zelenskyy wants to employ Western armaments in Russia and get military help to create a presence in Kursk. This land might be a negotiating tool in future peace discussions with Moscow. Since Russia is increasing its aggressiveness, notably in the Donbas area, and has planned further army mobilizations, experts doubt that Russian President Vladimir Putin would negotiate soon.

Zelenskyy has repeatedly lobbied Western partners to enable attacks in Russian territory, but they consider it too hazardous. Russia has stated that any strike on its territory would be a severe escalation, and the U.S. and other partners appear unprepared to back such a move.

Zelenskyy hopes U.S. President Joe Biden would back his strategy, which requires Western partners to act quickly and decisively. Given the apparent constraints on military aid to Ukraine, many predict Biden will not agree. Experts say Zelenskyy may not get all he wants, but pressure may help him compromise.

Due to the U.S. presidential election, Zelenskyy’s strategy is urgent since a leadership change might reduce support for Ukraine. For crucial choices between October and December, Zelenskyy seeks Western support before any U.S. foreign policy move.

Zelenskyy will propose his idea to the White House, Congress, and Kamala Harris and Donald Trump to establish consensus. He expects a second peace conference including an invitation to Moscow before the end of the year would result from his proposal.
