According to Russian news agency TASS, Russia has removed the Taliban from its terrorist list, a major policy reversal. Although taken “at the highest level,” this decision signifies a turning point in Moscow’s policy toward Afghanistan. The Russian foreign ministry said more legal procedures would follow.
Russia has been building connections with the Taliban since August 2021, when they took over Afghanistan. Putin has called the Taliban an ally in the fight against terrorism, indicating a growing acceptance of their role in Afghan governance. The Taliban was labeled a terrorist group by Russia in 2003; therefore, this elimination was a major step toward mending relations.
The Taliban’s acting foreign minister, Amir Khan Muttaqi, hailed the move, emphasizing regional cooperation against dangers like ISIS. Russian Foreign Minister Sergei Lavrov urged the West to withdraw sanctions and accept responsibility for Afghanistan’s rehabilitation and called for realistic communication with the administration.
No government has recognized the Taliban as Afghanistan’s legitimate leadership, but Russia’s move suggests a willingness to work with the regime. Russia’s political and economic relationships with Kabul are constantly watched by the international community.
