Both domestic and foreign students are eligible to apply for the 2025 DAAD Rosa Luxemburg Scholarship, which is currently being offered by the Rosa Luxemburg Foundation. The €16,800 annual award from this fully financed fellowship covers living expenses, research fees, and health benefits.
International PhD students or those preparing to conduct doctoral research in Germany are supported by the fellowship, which is administered by the Rosa Luxemburg Stiftung (RLF), a political education institution connected to Germany’s Left Party (DIE LINKE). The program’s emphasis on social justice and solidarity is a reflection of the Foundation’s basic principles.
Eligibility Criteria :
- must be enrolled in a German state-run or state-approved higher education institution.
- Academic supervision from a German university instructor is required.
- Have an excellent graduate degree and a solid academic record.
- Exhibit political or social involvement in line with the Rosa Luxemburg Foundation’s principles.
- Proficiency in German at the B2 level or above (formal documentation needed)

Benefits :
- International Master’s and PhD students who are temporarily studying or conducting research in Germany are eligible to apply for scholarships from the Rosa Luxemburg Stiftung.
- In addition to a €100 mobility allowance and, if eligible, health insurance subsidies, PhD graduates get a monthly stipend of €1,450.
- The financing period is normally two years, however there is a chance for two six-month extensions for technical or scholarly grounds.
- In the event of illness, disability, or parental leave, an extra extension of up to one year may be given.
